"Hey nonny nonny" is a common refrain from many old folk songs (sort of a folk version of "tra la la") which can be used in many ways. In this context the song is telling the girls that men have always been inconstant deceivers, and not to sigh or sing, not to worry about the woes, the sadness, that this causes, but rather to let all that go, to forget about that and be merry. "Hey nonny nonny" in this context means being merry, being happy.
